CAST Function (DATE To CHAR) In Report Does Not Consider Default User Preferred Time Zone (Doc ID 2897850.1)

Symptoms

A date field with value 29-Feb-2012 23:00:00 in GMT time zone. This field when it is displayed in reports/dashboards, it correctly displays the value 01-March-2012 00:00:00 since the default user preferred time zone is GMT+1.

However, if the field is displayed as CAST(date_field AS CHAR(40)), it displays the value 29-Feb-2012. In such cases, the user preferred time zone is not considered.
