Symptoms
When attempting to process a retroactive salary change, the following error occurs:

An error occurred. An assertion failure was detected at location pyiprmv:1.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a salary change.
2. Retro Event Notification triggered.
3. Run Recalculate Payroll for Retroactive Changes process.
