How to configure another instance in VB Studio instead of Test instance (Doc ID 2899008.1)

On : 11.13.22.07.0 version, Help Desk

Dev1 instance not opening the Edit Page in Visual Studio

We have created the environment and the workspace for Dev1. But, when we open a Next Gen HRHD page and click on Edit page in Visual Studio, it does not open a new page. But, this works in the test environment. Is it because the Visual Studio is created in the test instance. How do we achieve the same functionality in dev1.
Also, when we do the following actions
Click the App UIs tab, then Oracle CX Service UI Extension App > helpdesk > agent > service-request-create > service-request-create-start.
In the Properties pane, click the Components tab, and select service-request-create-start, and then click Open Rule Set Editor.
