Defined format rule prevent transaction to save if transaction entity is not between 001 to 999. However system still allow to save entity 1000 or higher.

EXPECTED BEHAVIOR

Defined format rule prevent transaction to save if transaction entity is not between 001 to 999. System should not allow to save entity 1000 or higher.

The issue can be reproduced at will with the following steps:
1. Access Environment
2. Defined format rule prevent transaction to save if transaction entity is not between 001 to 999. but system still allow to save entity 1000 or higher.
