PM in PFM Does Not Synch to PM in Resource Management

Symptoms
The project manager in Project Financial Management does not sync to the project manager showing in Resource Management in one of the project.
The issue can be reproduced at will with the following steps:
1. Navigate to My Project
2. Search/Edit Project
3. See Project Manager
4. Navigate to Project Resources->MManage Project Resource Assignments
5. Search Project
6. Click on LOV of Project Number
7. Search Project
