Cannot View Available Resources in Project Budget (Doc ID 2900742.1)

Resources are not available in Project Budget.

The issue can be reproduced at will with the following steps:
1. Add the following two Expenditure types to Planning Resource Breakdown Structure :
1. Statutory Payments - Operating
2. Property Management Administration Charges
3. Navigation to Projects > Project Financial Management 
4. Search for the project
5. Click on Manage Project Budget < Version 1>
6. Highlight task -> actions 'manage assignments for selected tasks'
7. Under available resources search for: Financial Resources/Peripheral Property Operating Expenses/Statutory Payments - Operating
