ACTUAL BEHAVIOR
---------------
When a Permit is submitted none of the Inspections are being Auto-Created. The setting is enabled in Agency settings and the Permit Type is configured with Inspection Groups and the correct Inspections are checked. However, whenever a user submits a Permit nothing ever gets auto-created. This was working a few weeks past and has suddenly stopped working.
EXPECTED BEHAVIOR

Based on configuration (and prior testing), inspections should load as Pending onto the permit when the status changes to Submitted.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ensure that the Agency set-up for Permits is set to have 'Enable Automatic Creation of Pending Inspections' checked
2. Apply for a Permit and see that the inspections are not getting generated
