Symptoms
On : 11.13.22.07.0 version, Data Load
When attempting to load terminated employees using the Worker HDL file, a portion of the records fail with the following error

The issue can be reproduced at will with the following steps:
1. Load several thousand terminated employees using the Worker HDL file
2. Encounter the error message above
