In Oracle Retail Integration Cloud Service (RICS), adapters are going down with below errors and not coming up:

Caused by: org.eclipse.persistence.exceptions.DatabaseException:
Internal Exception: java.sql.SQLException: ORA-01591: lock held by in-doubt distributed transaction 10.30.163196
Caused by: oracle.retail.rib.common.exception.PersistenceException: Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.6.7.v20190604-418f1a1c56): org.eclipse.persistence.exceptions.DatabaseException
Internal Exception: java.sql.SQLSyntaxErrorException: ORA-02049: timeout: distributed transaction waiting for lock
