Symptoms
When attempting to search Incomplete Items in the Data Steward Dashboard, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Login to MFCS
2) Configure Report Options for Incomplete Items Report setting Locations as Required and the other fields as either Optional or No
3) Select Reports > Data Steward Dashboard> Enter a department where there are items which have been ranged as well as items which have not been ranged
4) Click Search
5) Note the Incomplete Items panel does not show the items which have not ranged (incorrect)
6) See above error in logger_logs table.
