How to upload Lease Contract Attachments automatically or using any webservices in Lease Accounting

The user is migrating Lease contracts by extracting the data from Fixed Assets to Lease accounting module. This process is done by using Lease Contract FBDI template.
Is there any webservice or any way to download the attachments from Fixed Assets and upload in Lease accounting module respective to the leases OR any other way to upload the attachments from the user's local machine to lease accounting to their respective leases.
