Symptoms

On : 11.13.22.07.0 version, Budgets

When attempting  to upload budget data from Budgetary control -> Tasks: Enter Budgets in Spreadsheet with :''Budgetary Control validation and General Ledger reporting''
the following error occurs.

ERROR
-----------------------
loadBudgetsToCube: COA ID: XXXX, Calendar ID :XXXXX
refreshBalancesFunction: Refresh Balances cannot run ... Error::No cubes existing for the chosen ledger.
LoadBudgets program has failed... Error::No cubes existing for the chosen ledger.


STEPS

The issue can be reproduced at will with the following steps:
1. Budgetary control

2.Tasks: Enter Budgets in Spreadsheet

3. :''Budgetary Control validation and General Ledger reporting''

4.Add the other parameters

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot upload the Budget data.
