ITD Actual for a named resource is not appearing in alignment with the planned amount on the project financial plan.


The issue can be reproduced at will with the following steps:
1. Navigate to Cost ->Manage Project Costs
2. Search Project, There are transactions for the resource (28 hours)
3. Navigate to Project Finacial -> Manage Financial Plan
4. Verify ITD Actual values
