Fusion Benefits: Pending Action Item "Dependent Requires Legislative Identifier" not Closed After Entering SSN (Doc ID 2903400.1)

Symptoms

ACTUAL BEHAVIOR
---------------
The system shows a pending action item for any covered dependent that is missing a SSN "Dependent Requires Legislative Identifier".
Customer finds that the pending action item is still showing after the SSN has been updated.

When entering SSN that is missing, the pending action is not being removed.

EXPECTED BEHAVIOR
-----------------------
Expect the action items to be satisfied after SSN is provided.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Benefits Administration > Enrollment.
2. Search for and select an employee.
3. Satisfy pending Action Item "Dependent Requires Legislative Identifier".
See that the pending action item is not cleared.
