On : 11.13.22.07.0 version, Review and Adjust Cost

ACTUAL BEHAVIOR
Payment Element doesn't appear in List of Values in 'Manage Labor Schedules' page

EXPECTED BEHAVIOR
Pay element which was defined and assigned in HCM for the employee, should appear in the List of Values on 'Manage Labor Schedules page in order to define the rule with the pay element

STEPS
The issue can be reproduced at will with the following steps:
1. Projects
2. Labor Distribution
3. Create Labor Schedule
