Symptoms

Promotions, price change upload-download feature is not working. It remains stuck in NEW status.

Steps to reproduce:
================
1. Search for a promotion or a price change.
2. Download or upload the template.
3. Navigate it to Review Status screen. Note it just remains in NEW status.
