Symptoms
When attempting to Run a Custom Balance Exception report,
the following error occurs.
ERROR

An error occurred. An assertion failure was detected at location ProcReportPayAct.childRequestStatus:1. Contact your help desk.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups > Payroll > Submit a Flow
2. Search for the LDG
3. Search for the custom report
4. Fill out the parameter and the report category in Excel
5. Submit the report and observe the error
