Symptoms
RTVReq PubError - Cannot find Return to Vendor (RTV) header information for Return to Vendor (RTV)
There are 2 messages in RIB-RMS failed in PubError: "Cannot find Return to Vendor (RTV) header information for Return to Vendor (RTV) Order Number being published. " for family: RTVReq, message type : RtvReqDtlDel.
These messages seem to have been triggered by the purge of RTVs. RTV no longer exist in system.
RTVReq functionality is not used and there is no SIM.

The issue can be reproduced at will with the following steps:
1 - Nightly batch purged RTVs
2- RTVReq messages generated failed in PubError
