Symptoms

The issue here is that the Country of Import on the Supplier Qualifications needs to match the Country of Import of the finished good you are qualifying against a Free Trade Agreement for the record to be picked up as qualifying.

In a real-world scenario, this will not be the case, as you will be importing into Country A from a supplier and Exporting from Country A to another country when you want to assess the Free Trade Agreement qualification of your goods.
