Why Does Copying a Template to Create a New Project Copy the Calendars and Codes Creating Duplicates?

Goal
Why does copying a Template to create a new Project copy the Calendars and Codes and create duplicates from them?
Looking for a way in Oracle Primavera Cloud Scheduling software to create a new Project by copying a Template without having the Coding and Calendars in the Template be copied to the Workspace Codes and Calendars. Right now when I create a new Project by copying a Template, the Calendar will be copied into the Workspace data with a "-1" suffix, which eventually will fill up the list of Calendars.
I currently have the Codes and Calendars as being owned by the Company Workspace, not the Workspace the Template resides in, could that be the issue? Do Codes and Calendars need to be owned by the Workspace in order for them to not be copied when creating a new Project?
