Public Business Events Not Firing Through OIC Integration

Symptoms
On : 11.13.22.07.0 version, Webservices, RestAPIs, PubBuEv
The user is unable to get the Business Event Driven Integrations to fire in DEV3. When executing the steps to trigger the Business Event Driven APIs there is no activity being registered by the OIC. Same integration is working in DEV7.
The user has reviewed the event configurations between the two instances and everything appears to be in order.
EXPECTED BEHAVIOR
On an approval on a business event should be triggered for OIC to pick up and process rest of the activities. Test was done in OIT for DEV and proofed out that OIC will fire which is not happening now.
STEPS
The issue can be reproduced at will with the following steps:
1. Setup OIC to subscribe "Project Resource Request Status Changed" business event.
2. Nominates a resource from Manage Project Resource Request page.
3. Click 'Submit and Approve'.
Not seeing any business event for OIC to recognize.
