PRC:SSP: Requisitions Are Rejected When Approval Condition: ‘Agreement Line Amount Overage’ Attribute Is Used Because Calculation Includes Tax (Doc ID 2905341.1)

Symptoms

The Requisition Approval Condition Attribute: Agreement Line Amount Overage does not look at the line amount as it should, so Requisitions are being rejected incorrectly.
If the Rule Condition looked at the line amount, it can be seen there is not an overage, and the Requisition would not be rejected.

The Approval Rule uses the line APPROVAL amount, which includes non-recoverable taxes, so it appears there is an overage.
All Agreement amounts and prices do not include tax so the Approval Condition Agreement Line Amount Overage should not be calculated with non-recoverable taxes.

EXPECTED BEHAVIOR

The condition: Agreement Line Amount Overage should use the line amount, not the approval amount in order to calculate overage on the agreement line.

STEPS TO REPRODUCE
----------------------------
The issue can be reproduced at will with the following steps:
1. BPA 2022
2. Line 1 billed amount $60,000
3. Released amount for Line 1 is $11,000, leaving balance of $49,000
4. Requisition Approval Condition is written for Agreement Line Amount Overage: Agreement Line Amount Overage Greater than or equal to 0.01
5. Action in automatic, set outcome to Rejected
6. Rejection rule is triggered for a line of $48,000, when $49,000 is left on the agreement line.
7. The total Approval Amount is $50,394
8. Issue: The Approval Rule does not use the line amount ($48,000) - so there is no overage
9. But the Approval Rule is using the line APPROVAL amount, which includes non-recoverable taxes ($50,394)- so it looks like there is an overage ($50,394 is over $49,000),
but there is no overage as $48,000 is less than $49,000)
10. All Agreement amounts and prices do not include tax so the Approval Condition Agreement Line Amount Overage should not be calculated with non-recoverable taxes.
11. Expected behavior: The condition: Agreement Line Amount Overage should use the Line Amount, not the Approval Amount in order to calculate overage on the Agreement line.
