Discrepancy between the Transfer and Allocation Buckets in the Item Inventory by Location based on how the items were received (Doc ID 2905781.1)

Goal

When a PO and the corresponding allocations are received at a warehouse, the Inbound Allocation and the Transfer Expected buckets in the Item Inventory by Location screen are both populated.
If there is an incoming transfer for that same item-location (separate from the allocation), only the Transfer Expected bucket will be populated. The Inbound Allocation bucket is not populated for pure transfer transactions.

Why are both the Inbound Allocation and Transfer Expected buckets populated for allocations? The column for Transfer Expected seems like it should include transfers only and not allocations. Allocation then would use Inbound Allocations.

What was the reasoning for design that both columns are populated to represent allocations?

We need to understand just by looking at the screen, how to segregate a transfer from an allocation if both the Inbound Allocation and Transfer Expected buckets are populated.
