Goal

Click Autonomous Database from the Oracle Database Service for Azure(ODSA) portal, Create a resource > Create > Autonomous Databases
In the Configuration Tab on the Create Autonomous Database page, there are no options for DB character set.
As a result, ODSA creates an AutonomousDB with a character set of AL32UTF8. And cannot create AutonomousDB with any other character set.
