Symptoms

Update the project cost distribution billable flag attribute using API ends in error. 

Billable: Attribute BillableFlag in view object project costs cannot be set

The issue can be reproduced at will with the following steps:
1. Adjust Cost-> "BillableFlag": "N" by /fscmRestApi/resources/11.13.18.05/projectCosts/{projectCostsUniqID}
