'Same Window' Type Link Opens In A Different Window In Site Builder (Doc ID 2907611.1)

Symptoms

When bulilding a site in Oracle Content Management (OCM), the link for another web site always opens in a new window if clicking the link in the Site Builder, even though its target type is set to "Same Window".
