Why Can't I Preview Encrypted PDFs in Oracle Content Mangement (OCM)? (Doc ID 2907819.1)

Goal

By default, previews can only be generated for PDF files that can be scanned for viruses.  This means that encrypted PDFs (like those leveraging Adobe Sign) cannot be previewed in OCM.
