ACTUAL BEHAVIOR

JET Config UI Help dialog box behavior changes when re-sized
JET Config UI, opening a help dialog box and re-sizing it changes its behavior in 2 ways:
1. The dialog box snaps to the top of the screen.
2. The dialog box scrolls with other content.
EXPECTED BEHAVIOR
-----------------------
Help dialog boxes always remain in a fixed position, whether re-sized or not, and did not scroll with other page content.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new attribute with an HTML description.
2. Add the attribute to the config JET UI and enable the help icon.
3. Navigate to the attribute location and click on the help icon.
4. Re-size the help popup window and observe the behavior.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see the help popup when re-sizing.
