Error While Downloading The Transit Times In RMS

Symptoms
When attempting to download the Transit times in RMS,the following error occurs.
"A connection to the server has failed(status=503)"
Steps To Recreate:
1.Navigate Tasks > Foundation Data > Download Foundation Data.
2. Select Template Type - Inventory and Template - Transit Times.
3. Click Download.
4. Note the above error.
