Symptoms

Changes to the OrgHier are sent to RIB Messages Hospital and cannot be replayed. See log file.

STEPS

The issue can be reproduced at will with the following steps:
1. Go into Merch application
2. Alter a Org Hier description
3. Check RIB hospital
4. Try and replay the RIB message
5. Replay fails
