Symptoms

@0EXCHANGE_RATE_NOT_EXIST is displayed when adding item upcharges. The primary currency and the up-charges are both in MXN.

Steps To Recreate:
1. Open an existing item in edit mode
2. Click on more actions > up charges
3. Add an item upcharge
