Symptoms

Narrative Reporting Reports can be opened in HTML, PDF or Excel using the options on the "Actions" menu (three horizontal dots) for the report.  Normally, the report link opens the report in the last format selected.

For some users, selecting the report link only opens the report in Excel (or in one of the other formats) and does not change regardless of the previously selected format.
