PUBLIC Domain Missing From Order Release Refnum Qualifier Domain Name PickList (Doc ID 2910277.1)

Symptoms

When creating a new Order Release Refnum Qualifier while logged in as a DBA User (i.e. User in DBA domain), the drop down list for "Domain Name" only includes "DBA". It is expected to also include "PUBLIC" as with all other objects.
