Symptoms
Change Manager transaction rules are based on country by using Business Unit. For example, countries "A" and "B" are in one business unit "BU123" which uses one set of rules, and country "C" is in a different business unit "BU456" which uses a different set of rules.
This was previously working correctly, but now when transactions are processed for countries "A" and "B", the rules for "BU456" are evaluated first, and then the rules for "BU123" are evaluated.
This causes approval notifications to go to incorrect people.
