Symptoms

Supplier Distribution Not allowing entry for Warehouse location for supplier to warehouse use.

Steps to reproduce:
------------------------------
1. Download template for supplier distribution
2. Enter the information for supplier and warehouse location
3. Upload the template.
4. Note it fails with the below error.

The item is not on active replenishment or scheduled replenishment at this location.
