Symptoms
On : 11.13.22.07.0 version, Global Human Resources
When attempting to execute a Local and global transfer transaction the following error occurs.
ERROR

The request operation failed with the business rules defined for LocalAndGlobalTransferRuleSet.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the language from English to Finnish
2. Local and global transfer transaction
3. Error displays on transaction console
