Symptoms
On : 11.13.22.10.0 version, Installation and Maintenance
When attempting to check the Database node through the LACLS MNT tool the following error occurs:

Create Context: ORA-29273: HTTP request failed - ORA-01031: insufficient privileges
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access the LACLS MNT tool
2. Navigate to: Setup > Nodes
3. Select the option 'Node Settings' for the Database Node you want to test
4. Click on 'Check Node'
