Contextual Journeys are not setup. When the profile ORA_PER_CONTEXTUAL_JOURNEYS_ENABLED is set to 'Y',
any quick actions associated with Contextual Journeys will not open.


Steps to reproduce
------------
The issue can be reproduced at will with the following steps:
1. Go to Hire an Employee
2. Page will not open when the profile ORA_PER_CONTEXTUAL_JOURNEYS_ENABLED is set to 'Y',
