Search Option is Not Working as Expected in ReIM Financial Manager Dashboard (Doc ID 2913348.1)

Symptoms

In ReIM Dashboard, when AP Reviewer is provided in Search criteria it was retrieving the data as expected.
When AP Reviewer is not provided then it was still fetching only the records for which logged in user is AP reviewer.

Steps to Recreate:

  1. Login to ReIM using user with Financial Manager role.
  2. Notice that Financial Manager Dashboard shows only the data for which logged in user is AP reviewer.
    Users with Financial Manager role should be able to view invoices for all AP reviewers and Employees tab should have all employees.
