Item Induction Upload giving ORA-06508 error

When uploading item induction templates were are getting an "ORA-06508: PL/SQl could not find program unit being called" error.

ERROR

ORA-06508: PL/SQL: could not find program unit being called: "RMS01.TAX_SQL"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Items -> Upload items from file
2) Select file and upload
