On Demand Lease Schedules Package- Report Timing Out

Symptoms
When running a lease report based on FLA_ON_DEMAND_SCHEDULES_PKG, the report is timing out even if we increase the query timeout limit to 10 hours.
In the past the report completed in the ranges of 15-60 mins.
The issue can be reproduced at will with the following steps:
1. Lease Report created on FLA_ON_DEMAND_SCHEDULES_PKG
2. increase the query timeout limit to almost 10 hours
3. Run Report at BU Level and it times out.
