Symptoms

I have set up the following policy to delegate group management for any group besides the Administrators group. However, I can't see the target group or user.

Allow group <GROUP_NAME> to manage groups in tenancy where target.group.name != 'Administrators'
Allow group <GROUP_NAME> to manage users in tenancy where target.group.name != 'Administrators'
