Inbound Transmissions To OTM/GTM Are Not Getting Processed After Long Wait then Error With "Process released to free resources" (Doc ID 2916905.1)

Inbound transmissions to OTM are not getting processed after a 25 mins wait

We are experiencing below while Order Releases are received in OTM

1) Order gets created
2) It triggers agents on OR
3) Trade transaction is created
4) Screening starts & continues till 25 mins, with no outcome, Finally Order/GTM agents processes gets released with below error

During these 25 mins, you see locks being acquired & then released once the above message is delivered.

This behavior is intermittent.
