How to deny the delation of certain quote lines?

When the end user is trying to delete a quote line, some customers want to evaluate if that line can be deleted or not, based on certain conditions and values of that line.

This can not be done with a validation rule with the linked action "Delete Transaction Line", since the "Delete Transaction Line" action will delete the line at the very beginning before the validations are evaluated; when validations are evaluated the line is gone and the values are non-existence.
