Symptoms
When creating a new item organization from Manage Item Organizations form, the Legal Entity field is not displaying any list of value. As a result, unable to add business unit or ledger when setting up the item organization.
STEPS

The issue can be reproduced at will with the following steps:
1. Go to Setup and Maintenance.
2. Select Procurement->Organization Structures and select Task "Manage Item Organizations".
3. Create a new organization and find that the Legal Entity field is not displaying any list of value.
