Cannot Reset Emergency Clearance Same Day it was Created

Cannot create emergency clearance same day it was created.
Steps to reproduce:
1. Create a clearance markdown for an item 1 and location A, with an effective day for the current day.
2. Approve the clearance.
3. Check that the clearance was marked as 'Executed'
4. On the previous clearance created, select the location, click on Actions and click on "Reset Item/Location". Create the reset with an effective day for the current day.
5. Approve the clearance reset. Check that the system created the following conflict:
This item/location will not be on clearance at the time of this reset.
