ACTUAL BEHAVIOR

When adding a new Resource ID (from Resources > Resource List page) using the +Add toolbar button and Editing the new ID results in the Error "A resource with ID <Value> already exists in the following workspaces <Value> - error PRM-006012037"

STEPS
The issue can be reproduced at will with the following steps:

1. Login to OPC production workspace
2. Select Resources > Resource List
3. Add a Resource, then edit ID <value>
4. Result: A resource with ID <value> already exists

EXPECTED BEHAVIOR

Should be able to successfully Add a new resource ID if the same resource ID does not exist in project and child workspaces.
