Unable to baseline the project due to incorrect planned and actual costs amounts.

On the Manage Financial Project Plan, users have set effective rate in the system as INR 327.38 (Standard Unit rate 322.16) however system still tasking the rate as INR 357/-.
Due to the above, users are unable to re-baseline the project since the revised baseline cost is lesser than actual cost incurred.

What actions need to be performed so that system will pick the rate 327.38 INR instead of 357 INR on both planned amounts and actual costs?
