SIOCS Doesnot Allow Create Customer Order Picking

Symptoms
SIOCS does not allow Create a Customer Order Picking.
Steps To Recreate:
1-Using SOAP UI create a Fulfillment Order using the StoreFulfillmentOrderService
2-Validate in the database that the fulfillment order was successfully created.
3-In SOCS go to Customer Order Mgmt > Customer Order > select Customer Order > ellipses > accept. Note FUL_ORD.STATUS=10.
4-In SOCS go to Customer Order Management > Customer Order Picking > Create > Type: Order > ellipses
5 - Note the empty list.
6- Go to Customer Order Management > Customer Order Picking > Create > Type: Order > Put Order Number
7- Note the following message: The Order does not meet the requirements to be picked.
