Email not Received When Token Used as Worklist Communication Method in Email Alert Template (Doc ID 2921166.1)

Symptoms

When ${JobOfferHiringManagerEmail} is used as a token in mail channel type for IRC_JobOffer_DraftDone Notification is sent to mail.
When ${JobOfferHiringManagerUsername} is used as a token in worklist channel type for IRC_JobOffer_DraftDone Notification is sent only to worklist.

When ${RequisitionHiringManagerUsername} is used as a token in worklist channel type for IRC_JOBAPP_REVIEW_HM Notification is sent only to worklist.
When ${RequisitionHiringManagerEmail} is used as a token in mail channel type for IRC_JOBAPP_REVIEW_HM No email received.


Users expect that when ${RequisitionHiringManagerEmail} is used as a token in mail channel type for IRC_JOBAPP_REVIEW_HM an email should be received.


 
The issue can be reproduced at will with the following steps:
1. Initiate a RequisitionHiringManagerEmail
